The Rajasthan Investment Promotion Scheme 2022 (RIPS-2022) aims to provide robust incentives to micro, small, and medium enterprises (MSMEs) in both the manufacturing and service sectors, excluding certain restricted activities like tobacco, pan masala, aerated water plants, and retail trading. Here’s a breakdown of the benefits that MSME units can leverage under this scheme.
(A) Manufacturing Enterprises:
All manufacturing units, except those engaged in prohibited activities, can qualify for benefits under the MSME category. These incentives are geared toward fostering industrial growth across a variety of sectors.
(B) Service Enterprises:
Service enterprises involved in the following sectors are also eligible for incentives under RIPS-2022:

- Cluster/Electronic Manufacturing Cluster
- Healthcare
- IT & ITeS
- Fintech

Key Benefits for MSMEs under RIPS-2022
(A) Asset Creation Subsidy
Eligible MSMEs can avail an investment subsidy of 75% on the State Goods and Services Tax (SGST) due and deposited for a period of seven years.
(B) Interest Subsidy
MSME units can choose between the Mukhyamantri Laghu Udyog Protsahan Yojana (MLUPY) or the RIPS-2022 interest subsidy scheme. The interest subsidy rates for loans vary depending on the loan size:
- 6% for loans ranging from INR 1 crore to INR 5 crore
- 4% for loans between INR 5 crore to INR 10 crore
- 3% for loans from INR 10 crore to INR 50 crore
(C) Tax and Fee Exemptions
Eligible MSME enterprises under RIPS-2022 can benefit from several tax and fee exemptions, including:
- 100% exemption from Electricity Duty for seven years
- 100% exemption from Land Tax for seven years
- 100% exemption from Market (Mandi) Fees for seven years
- 100% Stamp Duty exemption, provided in stages as per state notification
- 100% exemption from Conversion Charges, provided in stages as per state notification
(D) Employment Generation Subsidy
To encourage job creation, MSMEs can receive a 50% reimbursement of the employer’s contribution to EPF and ESI for up to seven years.
(E) Green Incentives
The scheme also promotes eco-friendly practices by offering:
- Water Conservation Incentives, including reimbursement of 50% of the cost incurred on a water audit (up to INR 2 lakhs) and 25% reimbursement for water conservation equipment (up to INR 20 lakhs)
- 50% reimbursement for equipment purchased for wastewater recycling and rainwater harvesting, up to INR 7.5 lakhs
- Waste Management Support, providing 50% reimbursement for ZLD-based ETP systems and green building measures, up to a maximum of INR 1 crore
(F) Additional Incentives
Other attractive incentives for MSMEs under RIPS-2022 include:
- 50% reimbursement of costs incurred for obtaining quality certifications for manufacturing or export processes, with a ceiling of INR 25 lakhs
- Subsidy of up to 75% of the cost of acquiring patents, up to INR 5 lakhs
- Fund Raising Support, where MSMEs can avail financial assistance of up to 50% of the costs incurred in raising capital through SME platforms, with a maximum assistance of INR 5 lakhs.
